IMPLEMENTASI PASAL 20 PERATURAN DAERAH KABUPATEN MALANG NOMOR 2 TAHUN 2018 TENTANG PENGELOLAAN SAMPAH

Lawang District has had problems handling or managing waste from time to time, especially at the Lawang TPS, as reported by the national media news portal. Based on this, the formulation of the research problem is first: how to implement article 20 of Malang Regency Regional Regulation Number 2 of 2018 concerning Waste Management and how does the Malang Regency government face obstacles in implementing article 20 of Malang Regency Regional Regulation Number 2 of 2018 concerning Waste Management. Sociological juridical research methods and statute approach. Sources of primary and secondary legal materials. Techniques for collecting legal materials are literature studies, documents and interviews. Qualitative descriptive analysis. The results of the research and discussion show that the Malang Regency Environmental Service through the Singosari Waste Services UPT is not yet optimal in implementing Article 20 of the Malang Regency Regional Regulation Number 2 of 2018 concerning Waste Management and there are factors inhibiting the Singosari Waste Services UPT which is not optimal because: limited human resources at the UPT Singosari Waste Services, inadequate infrastructure, uncertain transportation schedule, lack of supervision. The author's suggestion is that the Malang Regency DLH through the Singosari Waste Services UPT should better implement Article 20 of the Malang Regency Regional Regulation Number 2 of 2018 concerning Waste Management by improving the activity of bringing waste from the source and/or from temporary waste storage sites or from waste processing sites with the 3R principle or from the integrated waste management site to the landfill. The Malang Government provides the maximum APBD to the Environmental Service considering the limited human resources, infrastructure and facilities used by the Singosari Waste Services UPT for waste management, especially in waste transportation.
