Abstract
This research is based on the fact that the legislative functions of the People's Representative Council of the District of Ngawi are still not optimum, from year to year, the Perda formation function in the People's Representative Council of the District of Ngawi have always been declining as well as less optimum in completing the draft regulations that have been drawn up jointly. This research aims to find out and study the implementation of the Legislative functions of the People's Representative Council of the District of Ngawi, find out any factors that impede the execution of the Legislative function of the People's Representative Council of the District of Ngawi, and to know and optimize the Council of People's Representatives of the District of Ngawi in the formation of the Regional Regulations. The method used is the field research directly on legal events as well as the analysis of the legal reality that occurs in the community, with data obtained from the Secretariat of the People's Representative Council of the District of Ngawi. The result of this investigation is that the People's Representative Council of the District of Ngawi is not optimum in performing legislative functions based on the number of proposed initiatives of Perda compared to Raperda, then the estimated factors hindering the People's Representative Council of the District of Ngawi are the SDM factors, the lack of initiative of its members, and how the quality of the proposal. The efforts of the People's Representative Council of the District of Ngawi are to provide a boost to the capacity related to the legislation and to pay attention to the level of education of members who are underated. The conclusion is that the Council of People’s Representatives of the District of Ngawi is not optimum in carrying out its function in terms of legislation and there are several factors underlying it as well as there are some attempts to address it. The advice given to the Council of People’s Representative of the District of Ngawi, namely that the Council can optimize its functions in forming and designing the Regional Regulations by increasing the number of draft regional regulations proposed by the members of the Council, as well as the need for the resolution of internal and external problems that hinder the way of the function of legislation within the council.
