Abstract

Article 1 paragraph (1) Law of the Republic of Indonesia no. 4 of 1979 concerning Child Welfare, states; "Children's welfare is a system of life and livelihood for children that can guarantee their growth and development naturally, both spiritually, physically and socially." It is important for street children to receive legal protection and obtain child welfare so that they can carry out their rights and obligations. Because children are a vulnerable and dependent group, besides that, there are groups of children who experience obstacles in their growth and development, both spiritually, physically and socially. This research aims to (1) determine the efforts made by the Malang City Social Service to provide legal protection for street children in Malang City; and (2) Knowing the effectiveness of supervision carried out by social services according to article 14 of Malang City Regional Regulation No. 9 of 2013 concerning Handling Street Children, Homeless People and Beggars. The type of research used in this research is empirical juridical using data collection techniques through interviews, documentation and literature. The research results show that (1) the Malang City Social Service has implemented a comprehensive legal protection strategy for street children with an approach that is not only repressive in law enforcement against violations, but also preventive to prevent street children from being on the streets; (2) In terms of supervision, it can be said to be effective because there are several factors that influence it, namely: first, legal factors, law enforcement factors, means and facilities factors, community factors, and cultural factors
