EVALUASI KEBIJAKAN PENINGKATAN PRODUKTIVITAS TANAMAN PANGAN DALAM UPAYA MEMENUHI KETAHANAN PANGAN DI KABUPATEN BLITAR

The fulfillment of quality and nutritious food needs is a step in achieving food security within the community. To meet these food needs, it is necessary to have policies that increase food crop productivity, which are capable of meeting food demands. In Blitar Regency, efforts to achieve food security are implemented through policies to increase food crop productivity. There are several problems in the implementation of this policy, including land conversion, weather, and agricultural pests, thus this study aims to determine the implementation of policies to increase food crop productivity, whether it has been able to meet food security in Blitar Regency.
This research is a qualitative descriptive study, with data collection techniques through observation, interviews, and documentation. The data collected are primary and secondary data. Data analysis techniques include data reduction, data presentation, and conclusion drawing. To analyze the data from this study, the policy evaluation theory according to William Dunn is used. This study found that increasing food productivity is carried out through assistance programs, but disaster factors, weather, and pests are difficult to control. Food security in Blitar Regency is still not effective, which is still lacking in regional food reserves and the difficulty of farmers in terms of post-harvest. So that in the future there needs to be a good food reserve and there needs to be protection and empowerment of farmers in Blitar Regency.
