Abstract

The aim of research on community empowerment through participation-based creative industrial tourism in Mojokerto City, East Java, is a strategic step to improve family welfare. The focus of this research is the Kampung Shoe environment, which has successfully combined creativity in the footwear sector with educational and tourism potential. community empowerment strategy in an effort to improve participation-based family welfare that can be developed in the Shoe Village environment of Mojokerto City. The research method used is participatory observation, interviews, while the data analysis technique uses qualitative analysis. The research results show that developing local potential, skills training, and establishing community involvement are effective strategies for improving family welfare. Implementation of this program requires full support from the government, educational institutions and the private sector. To maintain sustainability, it is necessary to build a participatory mechanism that involves community group activities, human resource development, and environmental maintenance so that Shoe village remains a center for education, training, and a sustainable creative tourism destination.
