AIDS is created by the global responses toward the increasing and expansion of HIV/AIDS which is getting more and more. Indonesia is one of the countries which experience it year after year. The type of its expansion is affected by risked sexual intercourse and ill-use of injected drugs by teenagers and young men. The cooperation between UNAIDS and Indonesia since 1996 in its mission of preventing HIV, providing on supporting treatment to the HIV/AIDS infected men, reducing individual and community body protection toward HIV/AIDS and loosing the economical and social effects. During its implementation, Indonesia put the priorities as 2 policies. They are HIV treatment and supporting and treatment for ODHA (HIV/AIDS infected men). This research applied descriptive of many kinds of analyzed data. International cooperation concept explained the relationship between UNAIDS and Indonesia, which Indonesian government tries to implement UNAIDS programs based on their commitment to UNAIDS. The result of the study shows that the Indonesian efforts in implementation of UNAIDS programs nationally do not still show the significance success. It is illustrated in the increasing of HIV/AIDS cases. On the other hand, there are some developed implementations of its ODHA preventing and treatment programs in each area. They are presented on seminars guidance, HIV/AIDS consultations. Besides, there are so many increasing universal accesses of treatments. It is the increasing of placement tests venue at hospitals and ARV access which are found in some places. Public do not accept all of the programs. Harm Reduction and Condom programs are still controversial cases in certain community so the efforts of its management are still unsatisfied.
