In applying public relation, there needed to apply techniques in planning a program or public relation campaign. Public Relation aspects in an organisation to the public needs or society needs. To help organisation in smoothen Public Relation, there needed public relation campaign to reach programs or activities wanted. Communication is a process to shift understanding in idea, information from person to person. (Handoko, 2002 : 30). There was no group could be existed without communication: mean transferring amoung groups. Only from meaning transfer from one person to another, information and idea could be distributed. Communication was more than planted means, but should also understood (Robbins, 2002 : 310). Communication also acted to control member behavior in several way, so that everyone worked in a company could work to fulfill the job (job description) as hoped by the company leader. Statement of problem in the research was: what communication activities done by Public Relation in building image in Perum Bulog Kodya Madiun? The research used qualitative method with descriptive research. The research focused on media usage and message choosing which stated by Perum Bulog Kodya Madiun to increase the image of Perum Bulog itself. Information source in the research were 4 Department leaders and 1 staff of Perum Bulog since they knew about the public relation program and condition. To find data needed, the writer used techniques: (a) observation; (b) structured interview; (c) documentation. After all data collected, the writer used domain analysis in data process. The technique was done to get general picture or explanation or in surface but general about what included in a focus or main problem researched (Sanapiah Faisal, 2001:91). So that by the analysis, the writer used descriptive research and explain the facts in field collected in research. According to the research, as the statement of problem, there could be concluded that communication activity which was done by public relation in building image in Perum Bulog Kodya Madiun were by giving several explanation to the society about the existence of perum Bulog di Kota Madiun, making good relation whether with internal or society and institutions and making cooperation with another companies. Giving information to society in open way, whether three months report or the other. By doing all the activities, they could keep and increased the company’s image.
