This study is descriptive case study on the income department of Buru Regency, namely “An Evaluation of Domestic Financial Working (A Case Study on Buru Regency, Maluku). This research purposes to find out to what extent effectiveness, efficiency, independence, growth and appropriateness show based on domestic financial working and PAD in Buru district. The analysis instrument used in finding out the maintain of financial working was ratio analysis finance, namely ratio of effectiveness, efficiency, growth, independence and appropriateness. The analysis result showed that ratio of effectiveness in the first year on Buru District was 86.85%. Ratio efficiency was 2.71%. Ratio PAD Growth was 5.37%. Ratio of Independence was 2.17%. Ratio of appropriateness on officer expenditure and public service expenditure, respectively, were 48.56% and 48.08%. Based on ratio above, it concluded that level of effectiveness in managing Buru finance in the period of 2004-2006 considered being ineffective. Efficiency ratio showed that Buru district was quite efficient in obtaining PAD. Ratio of growth considered to be dramatically decreased and increased. Ratio of independence revealed that Buru officer was not independent yet. Finally, ratio of appropriateness showed that fund allocated in expenditure was quite great. Therefore, the writer suggests that Buru local Government to optimize its PAD by intensification and extensification of exploring local potential as well as by decreasing the using of fund in officer and public service expenditures.
