In this reform era, the needs of the community will be the transparency of government services is very important to note. The development of information technology produces a bright spot for the community in obtaining information, while also helping governments in obtaining input from the community. Use of this information technology to build a system between communities and the government, known as e-government. In order to implement e-government, a government institution can create a site (website) which contains a complete and accurate information about their institutions, both interactive and passive whose contents should be able to serve all walks of media users. Based on the above, researchers want to know about the use of e-Government by community leaders in meeting the needs of public information. According to Eko Indrajit In his book Electronic Governement (Indrajit, 2002: 2-4), Clay G. Wescott (senior Asian Development Bank), defines e-government as the use of information and communication technology (ICT) to inform cost-effective and efficient government, facilitate government services more convenient, allowing greater public access to information, and make government more responsible to the citizens. While information in the Information Disclosure Act in section 1 of Public Information is defined as material containing elements - elements that can be communicated, the facts and or anything that can explain a thing by itself or through everything that has been arranged through the form of documents , files, reports, books, diagrams, maps, drawings, photographs, films, visual, voice recording, recording through a computer or other methods that can be displayed. The focus of this research is the use of e-government by community leaders in the city of Malang. Community leaders in this research are the NGO leaders who oversee their activities and performance of government policies in Malang City. This research uses descriptive method of research was conducted using a qualitative approach. Informants in this study were community leaders in NGOs, Malang, and found seven people from the determination of the informant informants using snowball technique. Data analysis techniques used in this study is to proceed by induction, interpretation and conceptualization where data will be collected and analyzed by means of refining the rough empirical material to the consolidated field, then perform simplification of data into multiple units of detailed information but has focused in genuine expression of the respondents From the data analysis, researchers can draw the conclusion that the public information contained in e-Government could meet the City Government of Malang less public information, because in these sites contain only about the activities of local government publications, Malang. While the function of the e-Government itself should contain the data or information about performance and issues relating to local government as a form of transparency between Malang Malang City Government with the community. In its utilization, the informant get dissatisfaction with e-Government City Government of Malang. By reason of the information required does not exist or is inadequate to the needs of informant information. If related to the theory, this study according to the Uses and Gratification theory, because the informants use the media to obtain public information requirement although in real public information needs are not met the informant in the e- Government site Government of Malang City.
