Partisipasi Masyarakat Dalam Perencanaan Pembangunan Desa Oro Oro Ombo

Oro Oro Ombo Village is one of the villages that has implemented the mechanism process and followed a series of stages of village development planning, this planning mechanism process is of course marked by the participation of the Oro Oro Ombo Village community in providing proposals or ideas through the Musrembangdes. Therefore, this study aims to determine the participation of the Oro Oro Ombo Village community in the preparation of village development planning and to determine the factors that hinder the participation of the Oro Oro Ombo Village community in the process of preparing village development planning. The theoretical basis for this study is the regulation of Village Regulation (Perdes) Number 16 of 2014 concerning community participation and the concept of development planning and Law Number 25 of 2004 concerning the National Development Planning System as a reference for forming indicators in the research results. The research method used is a qualitative method with descriptive analysis, which is able to describe in detail the stages of community participation in Oro Oro Ombo Village in the preparation. The results of this study indicate that community participation in development planning has been effective, this is indicated by the involvement of the village community during the implementation of the Hamlet Deliberation or Village Deliberation. Village communities take part in the process of compiling development planning by providing proposals or suggestions and accommodating proposals from the village community. Although it is considered effective, there are several obstacles in the drafting process such as individual attitudes, age, and lack of community knowledge about the mechanism of compiling development planning.
