Abstract
Since the Covid-19 pandemic broke out throughout the world, Indonesian people from all walks of life from young to old have had a high interest in cycling. In response to the increasing interest in bicycles, on August 14 2020, Minister of Transportation Regulation Number 59 of 2020 concerning Cyclist Safety on the Road was issued. Thus, both non-motorized vehicle users and motorized vehicles are regulated by their respective regulations. However, it turns out that regulating sanctions against cyclists is left to the respective regional governments and up to now there is still no Malang City Legal Product in the form of a Regional Regulation that regulates the provision of sanctions against cyclists who commit violations.
This research raises the main issues studied, first, what are the factors that cause traffic violations by cyclists? Second, what are the police's efforts to deal with traffic violations by cyclists? This research uses sociological juridical methods, namely viewing law as human behavior in social life. The legal materials used are primary and secondary legal materials in the form of interviews and literature studies. This research uses qualitative descriptive analysis techniques. The results of the research and discussion show: Firstly, our society still lacks ethics in traffic, whether using motorized vehicles or non-motorized vehicle users. Second, the role of the Police is limited and only includes warnings, preventive actions (prevention), and a maximum of warnings. The authorities cannot impose sanctions unless there is the potential to cause an accident. The police's efforts to tackle violations by cyclists include appeals, reminders and outreach to cyclists.
The government is expected to immediately issue new regulations that can take firm action against violations committed by non-motorized vehicles so that order on the roads will be maintained.
