Abstract

Distribution of drugs without a license is a serious problem that threatens public health and violates applicable legal provisions. This research aims to analyze the arrest process for perpetrators of distributing drugs without a permit, identify the obstacles faced in carrying out arrests, and evaluate the effectiveness of arrests carried out by law enforcement officers. The method used is qualitative research with a case study approach. Data was obtained through in-depth interviews with law enforcement officers who were directly involved in the arrest. Data analysis was carried out using descriptive analysis techniques. The results of the research show that the implementation of arrests of perpetrators of distributing drugs without a permit in Batu City faces various obstacles, such as coordination between agencies that is not yet optimal. Despite this, arrests carried out by law enforcement officers are considered to still be effective in providing a deterrent effect against perpetrators of this crime. The conclusion of this research is the need for improvements in inter-agency coordination and strengthening regulations as a strategic step to strengthen law enforcement against the distribution of drugs without a permit.
