PEMBUDAYAAN OLAHRAGA MASYARAKAT MELALUI PROGRAM “KEJUARAAN ANTARKAMPUNG” KEMENTERIAN PEMUDA DAN OLAHRAGA REPUBLIK INDONESIA

This research aims to examine the implementation process of the program “Kejuaraan Antarkampung 2023” program organized by the Ministry of Youth and Sports Republic of Indonesia. The background of this program is the Presidential Regulation No. 86 of 2021 on the Grand Design of National Sports, which was translated by the Ministry of Youth and Sports into the Ministerial Regulation No. 6 of 2022 on the Roadmap of the Grand Design of National Sports for the period 2021-2024. The purpose of this program is to cultivate sports culture among the community, especially at levels that are rarely reached by national sports event organizers, such as village or sub-district levels. The research method used is a descriptive qualitative research method, employing an analysis technique that aligns the research object with Edward III's implementation model theory. The results of this study indicate that the effectiveness and sustainability of the activities are influenced by the quality of communication between the central and local governments, the ability to utilize available resources, and the commitment of the field implementers. Good communication between the Ministry of Youth and Sports and local governments ensures a common understanding of the program's objectives and mechanisms. Resources, both financial and human, are proven to be key factors in successful implementation. The disposition or attitude of the implementers, including their commitment and responsibility, will affect the success of this program.
