Abstract
Supreme Court Regulation Number 1 of 2019 or later abbreviated as PERMA Number 1 of 2019 is a revision of the previous Supreme Court Regulation, namely: Supreme Court Regulation Number 3 of 2018 concerning Electronic Administration of Cases in Court, One of the reasons for the birth of e-court by the need for easier, cheaper and more efficient services. These service needs are difficult to achieve without the support of information technology. Especially in times like now, it is hoped that the presence of PERMA will be one of the answers to some of the problems faced by society. The purpose of this research is to determine the resolution and obstacles faced in non-litigation resolution of default disputes through mediation by the Libas Legal Aid Institute in civil cases in Tuban Regency. The research methodology used is qualitative with the type of empirical legal research. In order to obtain data, interview methods and documentation related to research were used. From the results of this research, it can be concluded that the implementation of e-Court in the Tuban District Court, if measured based on Soerjono Soekanto's theoretical indicators, means that the e-Court has met the indicators that have been determined by both of them and from the scope of the e-Court it has been running well in the Tuban District Court so that It can be said to be effective in realizing the principles of simple, fast and low-cost justice. And for the obstacles experienced by the Tuban District Court in implementing e-Court, namely for other users there is network interference to operate the e-Court, it is weak, there are different human resources so that it takes a rather slow time and with a lack of direct socialization, and system repair problems, slowly these obstacles can be overcome.
