IMPLEMENTASI KERJASAMA INTERNASIONAL PEMERINTAHAN INDONESIA DENGAN UNICEF DALAM UPAYA PEMERATAAN AKSES PENDIDIKAN DI KABUPATEN JEMBER

The research topic discusses the Implementation of the Indonesian Government's International Cooperation with UNICEF regarding Efforts to Equalize Access to Education in Jember Regency carried out by the Jember Government with the United Nations Children's Fund (UNICEF). This is based on the fact that 40 thousand children in Jember do not receive a good education. Based on the international cooperation diplomacy theory in explaining cooperation between Jember and UNICEF and the application of international cooperation theory to cooperation between Indonesia and UNICEF in working together to overcome the problem of educational equality, the second theory in this research is an international organization that functions to look at UNICEF's role in implementing this cooperation. The research topic was analyzed using qualitative, exploratory methods. Collection techniques come from interviews and literature reviews of scientific publications, government reports and media releases on relevant topics. The research results show that there are two main reasons, namely, First, traditional communities have less specific knowledge and limited skills. The two characteristics of the Jember area are heterogeneous but dominated by Pure Madurese traditions and customs. The collaboration between the Jember government and UNICEF is a form of effort to suppress children dropping out of school in the Jember area. This collaboration resulted in STRANAS ATS to ensure the strengthening, improvement, expansion, and coordination of programs and initiatives focused on children's education.
