Abstract
Child marriage is a social problem that exists in Indonesia and other countries in the world, where the problem of child marriage can be found in both developed and developing countries. Child marriage can disrupt human rights and take away children's rights. The Surabaya City Government as a regional government in a country is committed to eliminating the practice of child marriage in its territory with the aim of participating in realizing global sustainable development. The global commitment is SDGs 5 regarding gender equality especially early child marriage. To find out the efforts made, researchers used the SDGs concept, the Intermestic Approach, and the Pentahelix cooperation model which is related to the efforts made by regional governments in dealing with global problems that also occur in their regions. Data processing used interview techniques and library research with qualitative research methods through case studies. The role and cooperation carried out by the Surabaya City Government in dealing with the problem of child marriage is greatly influenced by commitment and cooperation with international institutions. This is because children's problems that occur in the Surabaya City area are more or less caused by global problems. This research provides in depth insight into international and domestic policies and the efforts by the Surabaya City Government in supporting global SDGs.
