Abstract
Climate change in Europe has recently become a very important issue for countries to address. Since 2012, across Europe, record air temperatures have risen along with decreasing precipitation in the south and increasing precipitation in northern regions. Snow cover is diminishing in most of the permafrost lands have warmed ice sheets in Greenland, ice in the Arctic seas, and some glaciers across Europe are starting to melt. In recent years extreme weather disasters including heatwaves, floods and droughts have increased damage costs across Europe. This research uses interpretative case study research where this type of research is still part of qualitative research. This type of interpretative research focuses on a particular case that will be carefully observed and then analyzed and drawn accurate conclusions using theories and concepts By using the concepts of International Regime and Normative Power, the European Union joined the Paris Agreement because the European Union seeks to show great commitment in addressing climate change related to reducing emissions, active global leadership, providing serious financial support for climate management, and real and serious implementation. As a member of the obedient regime, the European Union internalizes or absorbs the normative values and so on from the Paris Agreement into policies for themselves and cooperation with other countries. In cooperation with other countries, the EU ensures that their cooperation partners comply with the Paris Agreement and EU climate change action standards. Normative Power The European Union binds other countries in its cooperation to be able to change the behavior of a country in order to be in line with the European Union.
