Incidents in the history of Indonesian and World football that are painful, one of which is the Kanjuruhan Tragedy that occurred on October 1, 2022, is an event that leaves deep sorrow in the memories of the people. This case involves questioned law enforcement, where the police fired tear gas towards the stands, resulting in 135 deaths and hundreds injured. An analysis of this case highlights violations of the FIFA Stadium Safety and Security Regulation, which prohibits the use of firearms or tear gas in crowd control. The repressive efforts by the police are also debated, with a meeting between TGIPF and Komnas HAM stating that there are no conditions justifying the use of tear gas in that situation. Abuse of authority becomes the main focus of the evaluation of this case, emphasizing the need for compliance with rules, proportionality in the use of force, and prioritizing the interests of the public. The research method used is normative juridical with literature study data collection technique(library research) with a legislative approach and a case approach. The results of this study indicate that 1) The actions taken by the police in handling the situation are not justified as they are already regulated in the FIFA Stadium Safety and Security Regulation. 2) Based on this, the repressive actions taken by the police are considered as abuse of authority. In conclusion, the Kanjuruhan tragedy is tangible evidence of the dire consequences of regulatory violations and abuse of authority in law enforcement, indicating the need for reform and improvement of the system to prevent similar incidents in the future. To prevent similar tragedies in the future, comprehensive evaluations of police actions, appropriate disciplinary or legal measures, and better training for police on principles of crowd management are necessary.
