IMPLEMENTASI KEBIJAKAN 14th FIVE YEAR PLAN DI CHINA DALAM MENCAPAI TARGET PARIS AGREEMENT

In the era of globalization, the issue of climate change is an urgent problem, the United Nations Framework Convention on Climate Change (UNFCCC) is one of the international institutions that accommodate environmental issues which through this institution gave birth to the Paris Agreement in 2015. China as the largest industrialized country in the world then became the largest gas emitter which then made China have a major role in to against climate change. This research analyze how the Chinese government implements the 14th Five Year plan policy in China in achieving the Paris Agreement target. By using qualitative methods and literature studies sourced from books, journals, theses, and the Chinese goverment official website, this study explains how the government is implementing the 14th Five Year Plan policy in the green ecology sector which is one of the commitments to the Paris Agreement. This research also use green theory which has important indicators in anthropocentrism and ecocentrism, this is based on the existence of natural damage caused by anthropocentrists so that it is necessary to form policies that are ecocentrism to overcome these problems and analyze how the Chinese government responds to the bad environment condition that affect to the society. The results of this study show that the implementation of the 14th Five Year Plan policy has shown some significant results ranging from reduced energy consumption, reduced carbon dioxide emissions, improved water and air quality and forest cover.
