Abstract

The Asean Tourism Strategic Plan (ATSP) 2016-2025 is a strategy formed by the Asean Tourism Forum (ATF) to achieve 2 main objectives, increasing the competitiveness of ASEAN tourism as a world tourist destination and ensuring that ASEAN tourism can grows sustainably and inclusively. Indonesia as the one of ASEAN member countries implements the ASEAN Tourism Strategic Plan (ATSP) 2016-2025 as a direction to develop Indonesian tourism policies by the Indonesian government, especially to encourage the participation of all tourism stakeholders to realize the sustainable tourism in Indonesia. The purpose of this study is to determine the implementation of "upgrade local communities and public-private sector participation in the tourism value chain" strategies in the ASEAN Tourism Strategic Plan (ATSP) to increase the participation of local - communities and the private sector in realize sustainable tourism in Indonesia. This type of research is descriptive qualitative with data search methods using interviews with the Ministry of Tourism of the Republic of Indonesia and the East Kalimantan Provincial Tourism Office and literature review. The results of this study show the implementations by the East Kalimantan Tourism Office to increase community and private sector participation through form the tourism partners, actively facilitating and encouraging POKDARWIS and tourism villages, and facilitating the CSR distribution process.
