PROBLEMATIKA SISTEM PELAYANAN SOSIAL ANAK BERKEBUTUHAN KHUSUS DI SEKOLAH LUAR BIASA (SLB) MERDEKA CANDI SIDOARJO

The need to receive rehabilitation and empowerment services to reduce functional impairment through the presence of disabilities and the need for special education. This research aims to determine: (1) the social service system at SLB Merdeka Candi Sidoarjo; and (2) identifying problems with the social service system provided to children with special needs at the Merdeka Candi Sidoarjo Special Education School. This research uses a qualitative approach with descriptive research type. In this study, the research subjects were determined using a purposive sumpling technique. Data collection techniques use observation, interviews and documentation. Qualitative data analysis techniques use data analysis techniques from Sugiyono. The results of this research show that (1) the social service system for children with special needs is the initial approach involves a staged process of social service assistance , (a) initial approach (b) assessment, (c) planning, (d) intervention, (e) evaluation and (f) final stage. (2) problems with the social service system for children with special needs in SLB schools, with several results found problems, namely: (a) curriculum in SLB Merdeka Candi, (b) educational staff in SLB Merdeka Candi, (c) facilities and infrastructure in SLB Merdaka Candi, (d) guardians of ABK students in SLB Merdeka Candi.
