Abstract

This research aims to find out the role of the International Dalit Solidarity Network (IDSN) in fighting for the rights of Dalit women in India during the Narendra Modi’s administration in 2019-2023. This research method is descriptive-qualitative with data collection techniques utilizing literature review from books, journals, reports, and other credible sources. The conceptual of the research in describing the role of IDSN is Global Civil Society in several ways proposed by Scholte: civic education, giving voice, fuel debate, and promote legitimation. IDSN plays a role in civic education by providing information related to Indian Dalit women digitally and non-digitally, facilitating Indian Dalit women at UN and EU forums in order that their opinions can be used as a material for deeper discussion, and promoting legitimacy together with the IDSN network through providing input to the UN, EU, and the Government of India. The results of this study show that IDSN faces several challenges in fighting for the rights of Indian Dalit women such as the issue of Dalit women is still a regional issue, the lack of emphasis on caste discrimination in the international agenda, the high patriarchal culture in India, and the lack of policies implementation for Dalits in India. IDSN’s role can be concluded to be dominant at the international level rather than national but IDSN continues to fight for Dalit women alongside other Indian Dalit advocates to the Government of India to encourage further action.
