Abstract
There are gender issues that are still a major problem in development in Trenggalek Regency, besides that there are gaps in the position and role of women, people with disabilities, the elderly, vulnerable people in development programs, for example in the fields of education, employment, health, and utilization, science and technology. This study aims to determine the relationship between the executive and legislative branches in the process of drafting the Gender Mainstreaming Regional Regulation in Trenggalek Regency. This research will describe how the relationship between the executive and the legislature in the process of drafting the Gender Mainstreaming Regional Regulation in Trenggalek Regency using the analytical tool of the relationship theory model according to Stone who sees a relationship based on the framework of associative and dissociative processes that occur, namely through anticipated reaction, non-decision making, and systemic. This research method is descriptive qualitative in which the results are presented in the form of narratives from the acquisition of data through interviews and documentation. Based on the results of this research, the two relations between the executive and legislative institutions pay attention to the coordinative line in a balanced manner, not intervening in cooperation so as not to trigger a conflict of interest between the two parties. And the formation of the Gender Mainstreaming Regional Regulation in Trenggalek Regency, the executive submitted a draft to the legislature because there were demands and efforts to increase IPG as an indicator of inclusive development in Trenggalek Regency and to achieve gender equality and as a legal umbrella for women, disabilities, elderly, and children.
