Abstract

Education is the foundation in forming a quality individual. This also applies to juvenile inmates. Many cases lead children into criminal activities influenced by negative environments or economic factors resulting in a lack of formal education. Juvenile inmates are a group vulnerable to various social and psychological issues. Therefore, providing access to quality education within the Special Child Development Institutions is a very appropriate step to help juvenile inmates rebuild their future. This research aims to analyze the human rights law on the fulfillment of formal education rights for juvenile inmates and the obstacles faced in the Class I Special Child Development Institution in Blitar City. The research method used in this study is empirical, namely field research. The research results show that the fulfillment of formal education rights has not been fully achieved. Based on the 8 indicators stipulated in Law Number 20 of 2003 concerning the National Education System, the Class I Special Child Development Institution in Blitar City has met the national education standards, namely graduate competency standards, content standards, process standards, educational assessment standards, and educational staff standards. The education standards that have not been met are the infrastructure standards, management standards, and financing standards. However, efforts to implement education are continuously made, considering the importance of education. The Class I Special Child Development Institution in Blitar City has implemented a formal school program and has a specialty, namely no age restrictions, in collaboration with the education department.
