Abstract

The Tanjung Seloka - Berangas - Kotabaru road section, Pulau Laut Timur
District, South Kalimantan is currently experiencing heavy damage and is prone to
flooding. To determine the condition of road damage, the Pavement Condition
Index (PCI) method is used. Based on the calculation of the Corrected Deduct Value
(CDV), a PCI value of 12 is obtained, including the very poor condition category.
This category shows the existing condition of the road section, including in critical
condition, roads in seriously damaged (RB) or poor condition. To improve road
service standards, the road section must be planned for road improvement work.
The road improvement work is in accordance with the Component Analysis
method (SKBI – 2.3.26. 1987) for flexible pavement which generally uses asphalt
mixture as the surface layer and granular material as the layer beneath it.
The objectives of the road improvement work are: (1) Obtaining a thick
layer of road pavement. (2) Obtain the necessary costs for road improvements on
that road section.
The results of the road improvement work are (1) Using the Highway
Component Analysis Method, the thickness of the road layer required over the 10
year plan life with the following layer details: ITP = 9.5 which consists of a surface
layer of Laston MS 744 material of 14 cm, the top foundation layer of class A
crushed stone material is 20 cm, the bottom foundation layer of class A Sirtu
material is 10 cm, and DDT = 3.18 Base soil layer, CBR 2.23%. Using the ASSHTO
method, SN = 3.5 which consists of a surface layer of Laston MS 744 material of
10 cm, a top foundation layer of class A crushed stone material of 7 cm, a bottom
foundation layer of class A Sirtu material of 39 cm, and DDT = 3.18 layers
subgrade, CBR 2.23%. The use of the Highway Component Analysis method and
the ASSHTO method produces the same surface layer (2) Costs of carrying out road
improvement work consisting of general work, drainage work, earth and
geosynthetic work, granulated pavement work, asphalt pavement work, structural
work, daily work & other work. The budget plan for road structure improvement
work using the Bina Marga method was IDR 10.912 billion. The budget plan for
road structure improvement work using the ASSHTO method was IDR 9.868 billion
