Abstract

This research aims to find out about the transformation of Japan's whaling policy after withdrawing from membership of the international whaling commission (IWC) in 2018. In December 2018, Japan stated that it would withdraw from IWC membership and then resume commercial whaling in July 2019. Reasons why Japan withdrew from the IWC membership itself because they consider that the current objectives of the IWC are inversely proportional to the initial objectives of the formation of the IWC, where the initial objective of establishing the IWC was only to control the price of whale oil as part of the regulation of whaling itself, whereas currently the IWC has a vision and mission to protect whales from various forms of exploitation. This is in line with the 1982 moratorium authorized by the IWC itself and agreed to by most of its member countries. This research uses liberalism theory using an international regime approach. This research also uses descriptive analytical methods as research methodology. The results of this research found that after Japan withdrew from IWC membership, Japan immediately issued various new policies regarding whaling regulations, such as hunting areas that were only permitted in Japanese territory, giving annual quotas for certain types of whales that could be hunted, and reducing subsidies. government against the whale industry because of the low interest of the Japanese people in consuming whale.
