Abstract
The enactment of Law Number 11 of 2020 concerning Job Creation requires implementing regulations to implement it in Government Regulation Number 5 of 2021 concerning the Implementation of Risk-Based Licensing. The purpose of writing this research is to describe and analyze how changes in the business licensing registration system in Indonesia and the juridical consequences that occur after the birth of Government Regulation Number 5 of 2021. Based on the scope of the research, in writing this research the author uses normative research methods. The results show that there are several changes. System changes from the original OSS to OSS RBA. However, this simplification only results in a reduction in the number of rules without fully improving the quality of the licensing registration process. There is still disharmonization of regulations. GR 5/2021 does not regulate in detail the timeframe or Service Level Agreement (SLA) for the license registration process, which can lead to uncertainty in license completion time and potentially hamper economic competitiveness and the investment climate.
