Abstract
The state security conflict that is currently of international concern is the conflict between Russia and Ukraine. On February 24 2022, Russia launched a special military operation on Ukrainian territory motivated by Ukraine's desire to join NATO. This special military operation then developed into a prolonged war with war crimes and the illegal deportation of Ukrainian children. Therefore, as an international organization the ICC has a role in facilitating cooperation with member countries and countries that accept its jurisdiction in achieving its goals. This research aims to determine the ICC's rationality behind the issuance of the arrest warrant for Vladimir Putin. The research method used in analyzing this research is an explanatory qualitative research method using literature study techniques. Based on the research results, the ICC's rationality behind the issuance of the arrest warrant for Vladimir Putin can be seen as an effort to uphold justice and strengthen international norms and law in dealing with international crimes. The ICC believes that the issuance of a warrant for the arrest of Vladimir Putin is the most effective step to achieve its goals by considering the consequences in achieving its goals. The issuance of this warrant was motivated by the ICC's role as an independent actor using its legal mandate to pursue justice and uphold international law, which shows that this action is part of the mission and core authority of the ICC organization.
