Abstract

This research describes how the sister city cooperation between Batam City and Yokohama through the Joint Crediting Mechanism (JCM) has been agreed by Indonesia-Japan. This research uses the theory of paradiplomacy and the concept of green city in explaining the application of the Sister City Cooperation between Batam City with Yokohoma through the JCM scheme. The study aims to describe the sister City cooperation among Batam City and Yokohama through JCM Scheme at the regional level and explains the model of green cities in the framework of a sister town between Batam City and Yokohama where the cooperation aims at reducing carbon emissions in accordance with the mission of the United Nations Framework Convention on Climate Change (UNFCCC). Therefore, the issue of sister city cooperative between the Government of Batam city and the Government of Yokohoma City through the JCM is very necessary to be studied. The research uses descriptive methods with a qualitative approach and the data sources are derived from primary and secondary data. The result of this study is that the Government of Batam City and the government of Yokohama City conducted sister city cooperation in the field of the environment from 2015 to 2018 which in that period conducted a feasibility study that focused on Green Water, Green Waste, Green Energy and Green Building. Then the cooperation between Batam city and Yokohama city was assessed as having the opportunity to implement it Advanced cooperation, this is seen from the successful implementation of the feasibility study of the cooperation between the Batam city and Yokohama city.
