The increase in population will have a serious impact on society, where it will increase the amount of waste produced. This research uses quantitative methods, namely research that does not use statistics or other quantification methods, but instead produces analytical procedures. In Rembang Regency there is one more problem which, whether we realize it or not, is important to resolve: waste management. waste experiences serious problems in waste management. Every day its residents produce an average of 0.2 kilograms of waste per person, for an average total of 1200 tons. 5 (five) factors hinder the effectiveness of law enforcement regarding waste management in Rembang Regency and there are 5 (five) efforts that the Rembang Regency government can take to enforce the law against perpetrators of indiscriminate waste dumping based on regional regulation number 1 of 2019 concerning waste management for reduce littering.
