Abstract

This research Rationality of Indonesia in Initiating the ASEAN Outlook on the Indo-Pacific (AOIP). AOIP is an initiative proposed by Indonesia and accepted by ASEAN member countries at the 34th ASEAN Summit in 2019. AOIP aims to promote the principles of inclusivity, transparency and openness in managing the strategic dynamics of an increasingly complex and diverse region. This research uses the Rational Actor Model Theory, a qualitative approach with explanatory methods to analyze the reasons and national interests of Indonesia in promoting AOIP. Data was obtained through literature review, official documents. The analysis was carried out to understand how Indonesia positions itself in an effort to maintain regional stability, as well as how AOIP reflects Indonesia's diplomatic strategy in facing geopolitical challenges in the Indo-Pacific. The research results show that the policy of initiating AOIP is a rational policy because Indonesia has the aim of realizing itself as the world's maritime axis, maximizing economic interests, and supporting the 2030 SDGs sustainable development program. This policy is also in line with Indonesia's long-term vision as stated in the political scenario direction document Indonesia abroad 2045, which prioritizes Indonesia's active role in regional and global dynamics. In initiating AOIP, Indonesia utilized alternative multilateral forums such as RCEP, APEC and IORA. With the consequences of various benefits both in terms of costs and implementation, but still based on Indonesia's preferences as the leader of ASEAN, maritime economic diplomacy priorities that remain adherent to free-active foreign policy guidelines.
