Abstract

E-government is a new breakthrough in the government public service sector, with the development of information technology becoming an advantage for the government which is then regulated in the provisions of Presidential Instruction No. 3 of 2003 concerning National Policy and Strategy for the Development of e-government. The aim is to ensure the integration of electronic document and information management and processing systems in developing a transparent public service system, while also providing opportunities for the government and the public to communicate without being hindered by distance and time. In Lamongan Regency, one of the applications of e-government is by running the SP4N-LAPOR! and Lapor Pak YES. Diskominfo Lamongan is responsible for carrying out the strategies that have been designed to serve the community. Therefore, the aim of this research is to find out the strategic steps taken by public relations of the Lamongan Regency Government in implementing e-government.
The research method used is descriptive with a qualitative approach. Data collection techniques are based on interviews, observation and documentation. Data analysis uses the Miles and Huberman model, namely data reduction, data presentation, drawing conclusions. The focus of the discussion uses Cutlip and Center theory, namely discussing the four steps of public relations strategy starting from fact finding, planning and preparing programs, taking action and communicating, evaluation.
The results of the research show that the strategic public relations activities implemented by Diskominfo Lamongan are finding facts about the problems that occur, then making program plans, namely by carrying out socialization, the next step is communicating to socialize the program by collaborating with all departments in Lamongan Regency, and in at its peak, after the program is running, an evaluation is carried out to review the program that has been run. This strategic public relations activity produces a level of satisfaction for the people of Lamongan by actively participating in the forms of public services created by the Lamongan Regency Government. From the results of the recapitulation, every year there is an increase in the use of the SP4N-LAPOR program! and Lapor Pak YES.
