ANALISIS PENGELOLAAN KAWASAN HUTAN DENGAN TUJUAN KHUSUS (Studi Kasus KHdTK Pujon Hill Universitas Muhammadiyah Malang)

Forest area management, especially Special Purpose Forest Areas (KHdTK), is a strategic effort to establish legal boundaries and optimize forest land use. KHdTK Pujon Hill Universitas Muhammadiyah Malang (UMM) plays an important role in forestry research, education and training, but faces various challenges related to the Forest Utilization Business Licensing (PBPH) regulation. This research aims to identify various problems in forest utilization at KHdTK Pujon Hill UMM and formulate management solutions that pay attention to forest sustainability and environmental sustainability as a means of education and training, based on Ministerial Regulation Number 23 of 2021 concerning the Implementation of Forestry. This research method includes primary data collection through field observations and in-depth interviews with managers and related stakeholders, as well as secondary data collection through KHdTK management documents and review of laws and regulations. Analysis was conducted at two levels, namely qualitative descriptive analysis and content analysis of laws and regulations. The results revealed that forest utilization in KHdTK Pujon Hill UMM is still limited, with various challenges that hinder the optimization of KHdTK functions as a means of education and training. However, taking into account forest sustainability and environmental sustainability, the research offers several solutions, including forestry partnerships, the establishment of a business entity with a Business Identification Number (NIB), and the utilization of environmental services. The proposed solutions aim to improve the welfare of surrounding communities through the Forest Farmer Group (KTH) program, support new businesses, and maintain forest sustainability. The implementation of this strategy is expected to be able to overcome the problems identified and increase the effectiveness of the management of KHdTK Pujon Hill UMM as an optimal education and training facility.
