Abstract

This research aims to find out the impact of IA-CEPA on policy implementation in East Java, which since the signing of the IA-CEPA agreement with the Central government, IA-CEPA
also applies to every province in Indonesia, East Java also applies IA-CEPA This. However, with the Governor and Circular Policy issued in 2010 regarding the ban on IA-CEPA beef imports, it is necessary to ask what impact this will have on policy implementation in East Java. The results of this research are that IA-CEPA has had an impact on policy in East Java because there are still a lot of imports of beef and frozen beef in East Java even though the Governor Decree was implemented in 2010, because with the existence of IA-CEPA the cost of imported beef became 0% Customs Excise so that Cattle Commodities are easier to enter in East Java Province. This research also uses Policy Implementation Theory and the Intermestic Approach Concept with Descriptive research methods.
