Abstract

This thesis is entitled Batu City Government Paradiplomacy in the Tourism Sector Through the Tourism Promotion Organization for Asia Pacific. This research aims to analyze the Batu City Government's paradiplomacy practice efforts in developing its tourism sector through the Tourism Promotion Organization (TPO) for Asia Pacific. Paradiplomacy itself is an activity carried out by sub-national entities within a country to interact with international actors to advance their own regional potential. In this research, the use of descriptive methodology with a qualitative approach is felt to be able to help explain the Paradiplomacy efforts of the Batu City Government in developing the tourism sector through the Tourism Promotion Organization. The use of the concept of paradiplomacy and the concept of tourist destination management helps to obtain research results which show that in its tourism development efforts, the Batu City Government is able to utilize its membership in the Tourism Promotion Organization (TPO) to access the international tourism promotion network and improve the quality and human resources in the tourism sector. . Through this membership, Batu City has the opportunity to utilize various international promotional channels and participate in capacity building programs organized by TPO. Despite the challenges, cooperation between Batu City and TPO in the practice of paradiplomacy has opened up other opportunities for the development of the tourism sector, created new opportunities for local economic growth, and strengthened Batu City's image as an attractive and competitive tourism destination at the global level.
