Abstract
Voter participation plays a significant role in determining the success of an electoral process. Therefore, political education efforts are essential to enhance the political understanding of the public, enabling them to participate optimally in the conduct of national life. In this context, the General Election Commission (KPU) is responsible for conducting political socialization to ensure that the public is willing and able to exercise their voting rights during the election. This study aims to identify the Voter Education Strategy in Areas with Low Participation Potential in Malang Regency, along with its supporting and inhibiting factors. This paper seeks to describe the strategies implemented by the KPU of Malang Regency in conducting voter education in low-participation areas. The theories utilized in this research include Strategy theory, which relates to formulation and long-term objectives, electoral education, and participation. This research employs a qualitative descriptive method with a case study approach, intended to specifically examine the strategies of the KPU of Malang Regency in the Voter Education Strategy in Malang Regency. The data sources in this research consist of primary and secondary data. Primary data were obtained through interviews with research subjects, while secondary data were sourced from the official website of the KPU of Malang Regency, literature on KPU voter education strategies, and data collection was conducted through observation, interviews, and documentation. The research findings reveal that overall, the voter education efforts conducted by the KPU of Malang Regency in areas with low participation potential have not yet achieved the expected targets. This has impacted the level of community involvement in these areas in the electoral process. Therefore, the KPU of Malang Regency needs to plan voter education strategies with a more effective approach to boost community participation.
