KEBIJAKAN TRANSFORMATIF DI SEKTOR PERTANIAN UNTUK MEWUJUDKAN KETAHANAN PANGAN DI KABUPATEN BANYUWANGI

This research aims to analyze agricultural policies in Banyuwangi Regency to address the issue of crop conversion which has an impact on food security problems in the region. This research uses a descriptive qualitative method using primary and secondary data. The results of this research show that there has been a change from the perspective of policy implementation to realize food security in the region through Regional Regulation Number 6 of 2018 concerning the Development of Superior Agricultural Products that are Competitive and Environmentally Friendly which has implications for the agricultural economy in the region. As a form of effort to complement economic growth which has an impact on the transfer of the function of growing main food crops to other commodities, the Banyuwangi Regency government has provided a policy formulation that has implications for food security in the region through Regional Regulation Number 2 of 2019 concerning the Protection and Empowerment of Farmers. However, in its implementation there are several obstacles in implementing the policy, namely the lack of testing of the program that is run first. This then creates a stigma that the government is ignoring the quality of the programs being implemented. However, in general efforts to achieve food security and economic improvement in Banyuwangi Regency are running well.
