EFEKTIVITAS PROGRAM RUMAH PINTAR PEMILU (RPP) DALAM MENINGKATKAN PARTISIPASI POLITIK MASYARAKAT DI KOTA BATU

Community political participation is essential, one of which is in the implementation of elections. The obstacles to its implementation lie in the low knowledge and awareness of the public on election information, as well as the large number of golputs. The presence of the Batu City KPU Election Smart House Program (RPP) is crucial to provide answers to the needs of voters and the public for the availability of a facility by providing educational facilities about democratic and electoral values which can then provide understanding and awareness to increase public participation both in terms of quality and quantity. The purpose of this study is to see how the efforts of the Batu City KPU in increasing the political participation of the people of Batu City through the Election Smart House Program (RPP) and the level of effectiveness of the Election Smart House Program (RPP).
This study uses a qualitative research method with a case study approach using the Sutrisno program effectiveness theory which states that the effectiveness of a program can be measured based on five criteria, namely program understanding, on target, on time, achievement of goals, and real change. These criteria are a benchmark in the effectiveness of a program implemented, including the implementation of the effectiveness of the Batu City KPU Election Smart House Program (RPP) in educating the people of Batu City regarding democracy and elections to increase the political participation of the people of Batu City. The data sources collected by this study are through observation, interviews, and documentation.
The results of the study show that in increasing the political participation of the people of Batu City through the Election Smart House Program (RPP), the Batu City KPU has made several efforts by conducting socialization and cooperation with school institutions or community institutions, socialization through websites,and socialization through social media. The implementation of the Election Smart House Program (RPP) has been running, but overall it has not been implemented optimally. This can be seen from the achievement of indicators that have not been effective in the indicators of program understanding, timeliness, and real change. However, in the 2024 election, the participation of the people of Batu City has increased by 2.72% from the previous election. This shows that the efforts of the Batu City KPU in increasing the participation of the people of Batu City have been achieved.
