Abstract

The level of community participation in the 2019 elections in Sumenep Regency was still relatively low, reaching only 80% of the 90% target. In the 2024 elections, the high number of first-time voters in the Final Voters List (DPT), totaling 77,960 people, presents a challenge for the government to design effective strategies to encourage political participation among first-time voters. This qualitative study uses primary data from field surveys and secondary data from the Sumenep KPUD website. The research results explain that the programs designed by the KPU aim to increase political participation of first-time voters through long-term target formulation, selection of appropriate actions, and adequate resource allocation. Supporting and inhibiting factors influence the political participation of first-time voters, with supporting factors including political stimuli, personal characteristics, social conditions, political situations, and political education. Inhibiting factors include changing policies, the independence of first-time voters, and lack of organizational support. In the 2024 elections, there was a 10% increase in community participation, demonstrating the success of the Sumenep KPUD's strategies in enhancing the political involvement of first-time voters.
