This research focuses on the zoning of New Student Admission as an effort to improve the culture of legal compliance. The problem formulations in this research are: How are the implications of the implementation of PPDB zoning on legal compliance at SMAN 1 Lumajang. What factors become obstacles due to the implementation of PPDB zoning on the culture of legal compliance. This study utilizes an empirical legal research approach. The location of this research is SMAN 1 Lumajang. The source of legal materials used primary as well as secondary materials. The technique of obtaining data is done with 2 kinds of studies, namely interviews and literature studies. The data analysis technique in this research uses qualitative data analysis. The discussion result of this research is the implementation of zoning in schools can be an effective strategy to improve legal compliance in the educational environment, schools must impose consistent discipline against rule violations. This includes clear and firm enforcement procedures for each offense, which will provide a strong message about the importance of legal compliance in schools. The inhibiting factors of the implementation of zoning for new student admissions are determining coordinate points, limited socialization time, school facilities, server down. The ideal concept of the zoning policy for new student admissions can be done by adding services, support, or support programs that are in accordance with the needs of students, as well as those that are no less important.
