Abstract

This research aims to analyze the policy transfer process regarding Sustainable Development Goals (SDGs) in the 13th pillar of Climate Action into the RAN 2021-2024 program in Indonesia. Climate action is one of the goals in the SDGs, awareness of climate change is now an inseparable part of the global agenda, indicating that climate change is not a new problem for humans. The transfer of SDGs policy to the 13th goal of Climate Action is important considering the challenge of climate change which is a global problem that requires integration at the national level. The research method used is descriptive research, the concepts that the author uses as analysis tools are the Policy Transfer Concept and the SDGs Concept. The results of the research show that in the process of transferring the 13th pillar SDGs policy into the RAN 2021-2024 program in Indonesia, namely the Low Carbon Development (PRK) policy, through a complex process, such as the process of transferring the learning withdrawal policy (lesson drawing), voluntary transfer (voluntary), and (coercive). In the transfer process (lesson drawing), there is an adaptation of Presidential Decree Number 111 of 2022 concerning the Implementation of SDGs in Indonesia. Second, the transfer process (voluntary) through the implementation of KLHS RPJMN 2020-2024 and integration of SDGs into RPJMN 2020-2024. The last one is in the policy transfer process (coercive) Ratification of the RAN 2021-2024.
