Abstract
Alcoholic beverages have an adverse effect that can remove consciousness of their consumption. However, the circulation of alcoholic beverages is still very common in Jombang district. The Jombang district government has established the Regional Regulations, but in fact it does not conform to what is expected, in which case there is a regulatory gap and data available in the field. This research aims to find out 1) the effectiveness of the Regional Regulations No. 16 of 2009 on the surveillance and control of alcoholic beverages in Jombang District, 2) the supporting and inhibiting factors of the efficacy of the District Regulations Number 16 of 2009, on the control and monitoring of the alcoholic drinks in Jumbang District. The method used in research is empirical jurisprudence, then presented in a descriptive way by describing, describing and describing the phenomena occurring in the field. The research was carried out at the Pamong Praja Police Unit in Jombang District and with the salesmen and drinkers of alcoholic beverages in Jumbang District as narasumbers. The results of this study show that there is no effect of District Regulation No. 16 of 2009 concerning control and monitoring of the circulation of alcoholic beverages in Jombang District. There is a supportive factor of the law enforcement efforts to carry out a three-pillar order operation in a number of areas that are vulnerable to the circulation of alcoholic beverages, while the impediment factor has not yet been obtained authorization for the process of closing the point of circulation in the district of Jombang.
