Abstract

This research wants to analyze how efforts have been made by Japan regarding Chikan Sexual Harassment that occurs on the Subway. Chikan itself is a term that specifically refers to sexual harassment on the Subway. Chikan sexual harassment has been very troubling to Japanese society, so there are several efforts made by Japan to combat Chikan sexual harassment. Sexual harassment itself is believed to occur frequently due to the patriarchal culture and a sense of supremacy that is still widely owned by men. The concept theory used is Public Policy proposed by James E. Anderson by using four types of public policy according to him to analyze this research. The methodology used by this research is descriptive qualitative with data collection in the form of Document Research. The results of this study show that the Japanese government has made efforts to combat Chikan's sexual harassment, namely about women-only carriages, installation of CCTV in each carriage, the creation of an application called DigiPolice which is useful for victims to report Chikan's sexual harassment. Not only that, the Japanese government also often conducts Anti-Groping campaigns and provides a Hotline for Japanese people if they experience sexual harassment.
