Abstract

This research aims to explain why the legalization of marijuana was carried out by the Thai government which previously had problems with narcotics, illegal narcotics then posed other threats through the spread of the black market, social problems, and the country's economy Anutin Charnvirakul as a figure who made this policy change became an important figure in the discussion of this research. The researcher uses the theory of desecuritization put forward by the Copahagen School to analyze the factors that influence the cannabis legalization policy. In this study, the author used a descriptive method and collected data using the literature study method. Based on the theory used, the research found that there is a change in attitude and language carried out by the Thai government towards narcotics, especially marijuana. Policy makers, especially Anutin, no longer see it as an illegal substance but as a controlled herbal plant. This change is in line with the emergence of a new paradigm regarding the use of marijuana in the medical, economic and social fields. This change in attitude then led to the desecuritization of issues carried out by the Thai government against marijuana, which is the background of Anutin Charnvirakul's actions in regulating marijuana in narcotics policy in Thailand
