Abstract
The preparation of the Village Government Work Plan (RKP DESA) in Landungsari, emphasizes its significance in regional development. It investigates the level of community engagement and identifies barriers that hinder such participation. Using a descriptive qualitative approach, this study took data from primary and secondary sources, including interviews, observations, and documentation. The research location is Landungsari Village Government in Malang Regency, Indonesia. The purpose of the study was to evaluate the extent of community participation in the preparation of Village RKP in Landungsari and identify obstacles that hinder community involvement. These findings underscore the important role of community participation in regional development planning, highlighting its significance in ensuring programs are aligned with community needs and aspirations. Despite efforts to increase participation through transparent processes such as village deliberations, barriers remain, limiting community involvement. These hurdles may include bureaucratic barriers, inadequate awareness or resources, and traditional top-down planning approaches. This research shows that encouraging active community participation is critical to the success of development initiatives. It underscores the importance of aligning policies with people's aspirations and integrating cultural values into development planning. In addition, advocating for transparent and inclusive processes to build trust and cooperation between village governments and communities, ultimately facilitating the effective implementation of development projects.
