Abstract
The increasing global demand for nickel is accompanied by a rise in nickel production in Indonesia. Ranking first globally, Indonesia contributes 28% to the total global nickel production. As the demand for nickel exports grows in the global market, Indonesia's nickel production is expected to continue increasing. In response to the heightened export demand, the Indonesian government has implemented a decisive policy prohibiting nickel exports, aligning with Graham T. Allison's Rational Actor Model decision-making theory. This research employs a descriptive-analytical approach, utilizing literature review as the data collection method from relevant sources such as books and journals. Despite the ongoing debate on Indonesia's policy, the government remains committed to halting nickel exports and concurrently pursuing nickel ore downstream processing to mitigate associated risks.
