STRATEGI PUPR DALAM MITIGASI KONFLIK DALAM PEMBANGUNAN IBU KOTA NUSANTARA (IKN) DI PENAJAM PASER UTARA

Construction of the new capital city continues over time. This certainly creates new activities in the North Penajam Paser Regency area, which will be the location of the future capital of the archipelago. The owner and person in charge of all projects in the Indonesian capital is the Ministry of Public Works and Public Housing. The development of the Indonesian Capital City continues with economic development for local residents. Along with the ongoing development of each project, starting from building construction, water construction, and transportation development, of course there is friction with the community which can ultimately lead to conflict. The conflict that occurred was a vertical conflict between the community and PUPR. Therefore, PUPR certainly creates a conflict mitigation strategy between PUPR and the community so that conflict can be reduced. The conflict reduction carried out certainly aims to prevent further conflicts in the future in the development of other projects. With this, conflict resolution between the community and PUPR is certainly needed. In this research, researchers used qualitative methods with a descriptive research approach and used purposive sampling techniques. This research was conducted in the capital city of the archipelago, North Penajam Paser Regency using theoretical analysis by Ralf Dahrendorf in conflict resolution. In an effort to carry out conflict resolution, Ralf Dahrendor divides conflict resolution into three, namely conciliation, mediation, arbitration. With these three forms of conflict resolution, it is hoped that conflicts that occur between residents and PUPR can be reduced and can be handled well by the three forms of theory presented by Ralf Dahrendorf. Researchers certainly form conflict strategies through the stages presented by Ralf Dahrendorf in conflict resolution. From this research, there have been activities which are mitigation between PUPR and the community regarding conflicts that may occur. This can be seen from the community's response when mitigation activities are carried out together. In the end, the community can collectively reduce the conflict that occurs between the community itself and PUPR which carries out development activities for the Indonesian Capital City (IKN) in North Penajam Paser.
