Abstract
This study aims to discover why China uses an 'active defense' strategy in security rivalry with the United States in the Asia Pacific. The rivalry between the United States and China began with China's rapid economic and military development, which prompted America to maneuver by focusing its policies on the Asia Pacific region, which previously focused on the Middle East region. This study uses a qualitative descriptive research method with literature studies with secondary data derived from books, journals, the internet, etc. related to China's military development and the rivalry that occurred between China and America in Asia Pacific. With its military development, China creates fear for its neighboring countries in the Asia Pacific. The United States, known as the 'world police', is starting to intervene to overcome this problem in the Asia Pacific. This condition causes pros and cons, especially among thinkers of realism and structuralism in International Relations. China, which also began to feel threatened by America's interference, then used an active-defensive strategy to adapt itself to what would happen in the future when a conflict occurred. However many think that this strategy has created a stronger fear for its neighbors in the Asia Pacific. Even so, China's strategy has never shown any attitude that leads to direct conflict. This means that with this active-defensive strategy, China proves that China does not want any revision of the international order and competes with the United States as a global power and uses this strategy solely to maintain its position in the international system.
