Abstract

The Strait of Malacca, Singapore Waters and the South China Sea are important assets for Southeast Asian countries, especially in the field of trade transportation international. There are potential benefits from this sector, but there is a threat of international crime that can be detrimental in terms of economy, security as well as politics, namely piracy and robbery. The number of cases recorded from 2015-2021 range reached 705 cases in the region. IMO has an important role in building maritime security and one of them is to handle this case. The concept of international regime is used in this study to see the role of IMO in the problem under study. A qualitative research methods with descriptive type was used to describe the issue of piracy-robbery and the role of IMO in Southeast Asia. Using data in the form of literature as the main source (literature study) and inductive analysis techniques. IMO plays a role in policy making, facilitating, cooperation, and encouraging the formation of cooperation. This role is in the form of initiating the formation of ReCAAP and CM-SOMS, strengthening the navigation system through STRAITREP policy, also VPS, and funding assistance for CM-SOMS. The role of IMO also can be seen in facilitating capacity building in the Philippines, Indonesia and Thailand. IMO is tries to encourage Southeast Asian countries to implement policies in according to the SOLAS and STCW conventions.
