Abstract
On February 24, 2022 President Vladimir Putin decided to launch a special military operation into Ukraine. Vladimir Putin's actions triggered a series of economic sanctions imposed by Western countries against Russia. This research aims to analyze Vladimir Putin's rationality behind the special military operation policy to Ukraine. This research uses literature study data collection methods sourced from online journals, online books, online articles and online news. By using a deductive analysis method that refers to the theory of Rational Choice, this research finds that the decision of special military operations to Ukraine cannot be separated from the process of identifying problems and considering several alternative policies. Based on risk calculation, President Vladimir Putin then set the policy of special military operations to Ukraine.
